Regardless of a project’s size or scope, testing helps inform so many decisions along the way. It not only saves time and money in the long run, but also assures that you’re creating a solution that best fits the user’s needs, and not your (or your client’s) needs.

You can always design more, but in testing what you might find is that less accomplishes the same outcome with small development and less cost and reduces product complexity.
